01 · SERVICE BOUNDARY
A coordination tool—not a government authority.
LokConnect is a product family for clearer public-service communication. MLA Mitra supports authorised constituency users with records such as issues and grievances, work updates, funds, appointments, reminders, notifications, public opinion, reports and useful links.
- Record and organise constituency information
- Help authorised teams follow local work
- Share updates, documents and selected photos
- Support communication and feedback
- Act as police, fire, ambulance or emergency dispatch
- Replace a department, court, RTI authority or statutory portal
- Create a legal entitlement, government approval or payment
- Guarantee action, outcome, deadline or benefit
No implied government status. A LokConnect or MLA Mitra screen, notification, reference number, status, report, PDF or spreadsheet is an application record. It is not an official government order, certificate, FIR, RTI application, court filing, tender, sanction, utilisation certificate, payment confirmation or legal notice unless the competent authority separately issues and authenticates that document.
02 · STATUS AND OUTCOMES
Acknowledgement is not a promise of resolution.
Labels such as New, Assigned, In Progress, On Hold, Awaiting Feedback or Completed describe the record inside the product. They do not by themselves prove departmental acceptance, legal closure, physical completion, financial approval or citizen satisfaction.
- Dates, estimates, budgets and progress descriptions may change after verification.
- Photos and user-entered details may be incomplete, outdated or disputed.
- “Urgent” helps prioritise attention; it does not activate emergency services.
- Shared or downloaded copies may become outdated after the live record changes.
- External authorities apply their own eligibility, evidence and procedural rules.
03 · SAFE AND LAWFUL USE
Pause before you submit.
Use only an account assigned to you. Provide information you reasonably believe is accurate and relevant. If you enter another person’s name, phone number, location, image or document, make sure you have a lawful reason and appropriate authority or consent.
Keep submissions useful
- Use factual, respectful language.
- Upload only relevant evidence.
- Remove unnecessary personal details.
- Correct errors as soon as they are found.
- Use official channels for formal or time-bound filings.
Never submit
- Passwords, OTPs, PINs or account credentials.
- Full bank-card or banking authentication details.
- Unnecessary Aadhaar or identity-document copies.
- Threats, hate, harassment, unlawful or defamatory content.
- Graphic victim imagery or intimate content.
Do not pay anyone merely to file a grievance in MLA Mitra. Never share an OTP, password, PIN or remote-screen access code with someone claiming that it is needed to progress an issue.
04 · AGE AND CHILD SAFETY
Operational accounts are for authorised adults aged 18 or above.
Children should not create, borrow or independently operate an MLA Mitra account. A parent, lawful guardian or appropriately authorised adult should use the relevant official channel when acting for a child.
- Collect the minimum information needed to understand the concern.
- Do not publish or casually share a child’s address, school, health information, identity document or recognisable image.
- Never upload child sexual-abuse material or sexually explicit content. Preserve safety and report through the National Cyber Crime Reporting Portal or police.
- If a child is in immediate danger, call 112 rather than waiting for an in-app response.
This age safeguard reflects the heightened protections for children’s personal data under India’s Digital Personal Data Protection framework. It does not limit a child’s right to emergency help or access to an appropriate official service.
05 · PERSONAL INFORMATION AND LOCATION
Use the minimum personal information necessary.
MLA Mitra may handle account details, constituency assignments, contact information, issue and work records, appointments, opinions, photos, notification identifiers, security records and other information needed for the selected function.
Constituency Citizen Portals use limited first-party analytics to understand page visits, new and returning browsers, submission funnels, errors and performance. These records include a random browser identifier, session identifier, accessed constituency slug, browser/device details and the visitor IP address. They never include OTPs, form contents, Issue descriptions, evidence, authentication tokens or API request bodies. Detailed events and IP addresses are retained for 90 days; daily statistical totals are retained for up to 24 months.
Where Android location reporting is enabled, it is consent-based and foreground-only. The current product design limits reporting to at most two samples in 24 hours and removes location reports after 90 days. It is not continuous live tracking, and normal app use should remain available when location permission is declined or revoked.
Review details before sharing, decline or revoke optional location permission, update your profile, use account deletion controls, and raise a privacy concern through the operator’s published contact channel.
Each deployment operator should publish its identity, monitored privacy contact, retention practices and grievance route before production use.
06 · SAFETY NET: USE THE RIGHT OFFICIAL CHANNEL
When the situation is bigger than the app.
Police, fire, medical emergencies, immediate danger and other urgent assistance.
Official ERSS website ↗Call promptly for cyber financial fraud or use the national reporting portal for cybercrime.
Official cybercrime portal ↗Where applicable, use CPGRAMS for a formal grievance to a public authority and its tracking or appeal process.
Official CPGRAMS portal ↗Read the official DPDP Act and Rules materials for India’s personal-data framework.
Official MeitY resource ↗Court and sub-judice matters, RTI requests, police complaints, departmental applications, election complaints, statutory appeals and legal notices must be sent through the authority and method prescribed for that matter. A submission in MLA Mitra does not preserve a legal limitation period or filing deadline.
07 · AVAILABILITY AND EXTERNAL LINKS
Access can change, and links can move.
Features may differ by role, constituency, device, rollout stage and local configuration. Service may be unavailable during maintenance, connectivity loss, security response or events outside the operator’s reasonable control. Keep an independent copy of time-sensitive information and use the competent official channel when a deadline applies.
External links are provided as a convenience. LokConnect does not control their availability, content, processing or decisions. A link does not imply that an outside authority endorses LokConnect, or that LokConnect speaks for that authority.
08 · LEGAL NOTE
General safeguards—not legal advice.
This page provides plain-language product boundaries and safety guidance. It does not replace the deployment operator’s Privacy Policy, Terms of Use, statutory notices, departmental rules or advice from a qualified legal professional. Applicable Indian law and the competent authority’s rules prevail if there is any conflict.
To the extent permitted by applicable law, LokConnect product information is provided without a promise that every feature will always be available, error-free or suitable for every purpose. Nothing here excludes responsibility that cannot lawfully be excluded.
